The 5th International anniversary specialized exhibition Import Substitution was held by the regulation of the Government of the Russian Federation (No719-r dated 21.04.2018), September 10 through 12, 2019 in Crocus Expo. It is a project of the own Crocus Expo’s exhibitions program. The event was supported by the Ministry of Industry and Trade of the Russian Federation, other federal offices of executive power and other state institutions.

The exhibition demonstrated the development of the capacity of domestic enterprises and organizations, the results of their activities in various industries of economy and international promotion. Once again it contributed to the development and strengthening of cross-industry ties between companies, to improvement of quality of products, decrease in dependence of the Russian economy on import goods and services.

EXPOSITION

This year the exposition comprised 6 000 sq m. More than 130 companies from more than 30 regions of the country: Moscow and the Moscow Region; St. Petersburg; Kaluga, Lipetsk, Nizhny Novgorod, Novosibirsk, Oryol, Penza, Ryazan, Samara, Saratov, Tver and Tula regions; Stavropol Krai; Republics of Kabardino-Balkaria, Tatarstan and Chuvashia displayed their products and services at Crocus Expo grounds.

Large corporate stand of the Rostec State Corporation comprised the central location and became the main highlight of the exposition. Kalashnikov State Corporation, the largest Russian producer of military automatic and sniper weapon, managed artillery shells and a broad spectrum of civil products: fowling pieces, sporting rifles, machines and tool, displayed their products at the stand. The company presented electric cycle IZH PULSAR, electric vehicle UV-4, complex of video surveillance cameras, biometric scanner, the system of real-time recognition and classification of detected objects based on Artificial Intelligence Visual Identification (AIVI), VIRSAR SR pacemaker and much more.

The assembly and testing facility of ship marine gas turbine units (GTU) named after F. Ushakov was presented at the stand of the United Engine Corporation (ODK). This unique development had been designed upon instruction of the President of the Russian Federation in order to create a national base of ship gas turbine construction implemented within the framework of the import substitution program.

Russian Export Center (REC) presented own collective stand with participation of a number of export oriented companies for promotion of hi-tech and innovative products and services in domestic market.

An extensive exposition Import Substitution in Chemical Industry was presented at the 2019 exhibition and united products and services of the Research Institute of Technology of Organic, Inorganic Chemistry and Biotechnologies (NIITONH&BT) OOO, METACLEY AO, Avgust Air Cconditioners Enterprise, Tula RTI Enterprise, POLYPLASTIC NPP and others.

Great interest was attracted by works on development of the Russian software at the collective stand of the Association of Software Developers (ARPP) RusSoft uniting more than 20 companies.

The exposition became a platform of review of opportunities and achievements in the field of competitive import substitution of goods and services both due to expansion and adjustment of own domestic production and to reorientation to new foreign suppliers and partners, the latest technologies, perspective developments and investment projects characterizing the scientific, technical and production capacity of Russia.

CALENDAR OF EVENTS

The Import Substitution project became a full-fledged discussion platform for dialogue between representatives of state authorities with entrepreneurs. During the business program of the Forum the representatives of the Government of the Russian Federation, heads of regions, state corporations and organizations shared their experience on achieving concrete results in the field of import substitution. Attendees discussed issues of regional industrial policy and the development of import substitution in individual regions, the support of the authorities’ policy of import substitution, scientific achievements and developments, contributing to the development of production within the frames of plenary sessions and round tables.

National forum Russian Production in the Focus of National Projects, a debatable platform for the analysis of import substitution policy and assessment of competitiveness of the power and business, became the highlight of the business program.

One of the key strategic challenges of the state – a panel discussion Import Substitution in IT – Digital Sovereignty – was for the first time held within the frames of the Import Substitution exhibition in 2019. Crocus Expo, RusSoft ARPP with the support of the Competence Center on Import Substitution in the Sphere of Information and Communication Technologies (TsKIKT) acted as organizers of the event.

The second day of a Forum included a series of strategic sessions to discuss the issue related to import substitution program management in the prospects of specific national projects, rational accountability of funds on their execution, timely control of their realization, new or successfully implemented by business investment programs. The off-budget investments in national projects, issues related to improvement of work and automation of production, mechanisms of Russian companies’ entry to international markets, methods of monetization of scientific developments, new approaches to creation of public spaces, ecological sustainability and corporate transformations and other issues became the leading topics of the discussion platforms at the forum.

The All-Russian Award in the field of import substitution Project Leader was also for the first time held within the frames of the exhibition September 10 and 11. It is the unique for today award in Russia which is completely devoted to a principal theme of this year and the next ones: to national projects and business community’s participation in them aimed at import substitution, localization and export. According to Arkady Zlotnikov, First Deputy Director Crocus Expo, the main goal of the award is support of national manufacturers and demonstration of their progress.

The exhibitors in their feedback have noted the efficiency of work at the exhibition, and many of them not only had made up the decision on participation in the next edition of the event but had also announced the intended increase in the exhibit space of their stands. The Import Substitution project contributes to the development and strengthening of cross-industry communications of entities and decrease in dependence of the Russian economy on imported goods and services.
